What is a ParentAssess Assessment?

ParentAssess is the modern parenting assessment framework that replaced the Parent Assessment Manual (PAMS) in 2023. It provides independent social workers with a structured, evidence-based approach to assessing parenting capacity, particularly where there are learning disabilities, mental health needs, trauma, substance misuse, domestic abuse, or other complex circumstances. The assessment evaluates a parent's or carer's ability to meet the needs of their child and produces comprehensive, independent reports that are widely used by local authorities, solicitors and family courts to support informed decisions about a child's welfare and future.  

How does ParentAssess work?

The assessment explores the following key areas:

• The Child's Needs and Everyday Care: We assess how parents meet their child's physical, emotional and developmental needs, including routines, health, education, emotional warmth and their ability to respond consistently to the child's changing needs.

• Parenting Skills and Daily Living: The assessment considers how parents organise and manage day-to-day family life, including maintaining a safe home environment, budgeting, meal preparation, household routines and promoting stability for their children.

• Parenting Capacity and Decision-Making: We evaluate the parent's ability to understand their child's needs, make safe decisions, manage risk, solve problems and respond positively to change. Where appropriate, we also consider how mental health, learning needs or previous life experiences may influence parenting.

• Individual and Family Circumstances: Every family is different. Where relevant, the assessment considers factors such as domestic abuse, substance misuse, offending behaviour, trauma, exploitation or other issues that may affect parenting capacity and child safety.

• Family and Professional Support: We explore the parent's support network, including family members, friends and professionals, to understand what practical and emotional support is available and whether additional services could strengthen parenting and improve outcomes for the child.

Throughout the assessment, ParentAssess uses a recognised evidence-based rating system to identify strengths, areas requiring further support and any significant concerns. This enables us to provide clear, balanced recommendations that support local authorities, solicitors and the family courts in making decisions that are in the child's best interests.

Length of Assessment

The timescale depends on the complexity of the case, the availability of records and the level of engagement from all parties. Most assessments are completed within 10–16 weeks, including interviews, observations, analysis and report writing.

Where court timescales or urgent circumstances apply, we will work with instructing parties to agree a realistic timetable and deliver reports within the required deadlines whenever possible.
